if the files are 'owned' by root then a normal user cannot move them or change them.
open your kde menu and select run. in the text box enter
kdesu konqueror /. you will be asked for your root password.
browse to the user's home directory. From the VIEW menu, select
Show hidden Files, then from the EDIT menu, Selection | Select all.
Then select Properties from the EDIT menu. Under the permissions tab, make sure that the owner can view and modify content, group and others set to fobidden. Then change the text boxes immediately below that to the username you want to own the files and check the text box underneath to ensure that all files are changed. Click ok and close Konqueror
You should be able to move the files after that
