You can change the startup sound in the kde control centre. Go to look and feel and then system notifications. You should be able to follow your nose from there.
If you want to be able to add more sounds to choose from, you will have to add more .wav sound files to the /usr/share/sounds directory.
There are plenty of sounds and in fact entire sound themes to be found at kdelook.
