Exclamation Access to /home/user and https issues

I hate bothering anyone when a little research can do the work. Like many others, Im new to all this. I have not been able to resolve these issues:

1) I have rooted users to their home directory (/home/user). Scripts on my site are set to display the images user place in their folders. The problem:
Mandrake keeps the privilages at 700. I tried to change it to 760 and it works for a while, but then eventually automatically returns to 700.
How can I keep my user folders set to 760?

2) This one is Apache, not Mandrake. I have set a name virtual host in my httpd.config file. It works, but when I use a browser to view the site, it requires https.
How can I have a name virtual host with just HTTP, not HTTPS?

Thank you to anyone with any help, or that can point me in the right direction.

1) You'll need to modify the msec configuration files

My problem with the nameVitrualHost:

I had a wildcard to my IP address:
NameVirtualHost *

rather than:
NameVirtualHost 111.222.333.44:80
