unable to search for "error 13"

When I try to do a search forums on "Error 13" I get:
" The search term you specified (13) is under the minimum word length (3) and therefore will not be found. Please make this term longer.
If this term contains a wildcard, please make this term more specific."

Why is this arbitrarly limited? and what's the work around.

You can if you enclose "error 13" in double quotes.
