"I don't agree with this rating system, because it depends on "LQ experts" to rate other members". NO, the person submitting the post rates themself. In the same was as I would select a Message Icon or a Smilie, I would select a Rating Icon, to show how I rated myself.
Regardless of how one would rate themselves, the question is the important thing. Yes, a rating system is wonderful as a form of shorthand, but when a newbie (for example) comes along behind searching for a solution, a rating will not help. Showing yourself as a guru means that huge amounts of information may be left out. It also slows things down because a one line answer may then need expanding over a number of posts.
If you want people to give you information - ask for it. Say that you need step by step instructions. We are a community and no one is flamed for saying that they don't know something. But at the same time, none of us are psychic (at least not to that degree), to use an old computing term - GIGO (Garbage In, Garbage Out) - if you don't give us enough info in your question, the answers will be useless. And that will be the fault of the question asker, not the question answerer.

Just starting out and have a question? If it is not in the man pages or the how-to's this is the place!
I have noticed that people get impatient, when there is no reply for awhile(or at all), that is understandable. The thing is, this is a free site, operated by people that help out in their free time. There will be times, not only in Linux - Newbie, but in other forums, where a question goes unanswered. The members here try to at least answer every post, but some get by. For how many members and posts that accure each day on this forum, I think we all do a pretty good job of helping each other.
We all should be thankful to jeremy and the mods for their hard work in running this site.
It should also be noted that, if you believe a question is in the wrong forum don't just write off the whole forum, hit that "Report this post to a moderator" button. You should report posts for the following reasons (and this is not an exclusive list): breaking the rules (advertising, spamming, abusiveness, etc) and to let us know that a post is in the wrong forum. At this time of writing, there are 1,029,823 posts on the board. We mods are bound to miss one or two () so let us know.
If you believe that your post is being ignored, overlooked or otherwise missed out, wait 24 hours and reply to your own post with further information -things you have tried in the meantime, further details of the problem/your hardware/your software.
