Question about LQ kernel

Hello everyone... I noticed on the front page in the kernel table a LQ kernel. If it's ok to ask, what is this kernel for? I noticed on the sf page, it mentioned making something easier for newbies. Does this mean: Kernel hacking is easier or install is easier?
