well consider if a user installs linux, then wants to install windows.
it doesnt belong in linux because its windows but doesnt belong in general because its not just a basic windows install.
i have noticed alot of dual/tri booters looking for help.

Mostly people start with windows and than add linux.
Starting with linux and than add windows that is making it complicated for no use
One problem with creating a forum for every problem is the site can end up with many forums and a person can get lost or think it is too much trouble. The threads that you mentioned should work in Linux - General or Linux - Software I would think. Another point to make are there enough new threads every day to keep it active (so to speak)?
A forum for what is, essentially, one question: "how do I make Windows and X/Y/Z distro work together on one machine?" would just add to the confusion over where to post and once the 10 variations of the question have been answered it would only become relevant when either a new Windows version comes out or when Grub or Lilo receive a major update.
Linux-General or General or Linux-Software (maybe) are the best places for these questions.
