I don't think so. Kernel problems may fall into other categories like software, hardware, just about anything.
The way things are categorized on this site right now it's focussed on the end user point of view and not on the developer point of view. I know that a lot of other sites have a kernel forum, but that's no reason why LQ should have one.
Kernel problems relate to different parts of the system and hence fall into different existing categories.
