I am wondering what eligibility criteria for volunteer here is.
I posted several HCL's a while ago (several months) which are sill not posted, and I know many threads here about HCL backlogs. I am wondering if I could do anything.

It is similar to the old line about how to pass the medical exam to become a private pilot:

With respect to your original question, everyone who has an interest in Linux is eligible to volunteer here at LQ. In fact, that's exactly what everyone here is -- a volunteer -- all the way from the most senior mods & gurus to absolute beginners who have never used Linux before in their life. The only thing you need to qualify to become an LQ member is an interest in Linux.
With regards to the HCL, as you probably know, entries in it are reviewed for completeness prior to being posted. The reason for this is simply that HCL entries are usually considered to be more as reference materials, and so it's important that each entry be reviewed prior to it appearing in the official LQ HCL.
