wireless bit-rate and scan mode

Hi,
2 questions:
-When somebody scans using a network adapter, i believe that he can scan only other adapters in "accesss point" mode. However, there is a c preprocessor command in wireless.h (kernel) named IW_SCAN_ALL_MODE. Did i believe wrong?
-And a detail to be cleared out: is bit-rate exactly what we sometimes call connection speed?

Thanks.
