problems with internet connection

Hi all!

I am looking for a linux software that can limit the upload speed although i am not sure this will solve my problem. I have an antena(Zyxell california unidirectionall 2,4 Ghz) which has a connection with an AP. My linux server(router) has 3 eth devices. First one is plugged with the antena. Second one goes to a network (11 compuers) and third one has in charge 12 computers. My clients often use p2p programs like dc++ bitcomet and so on. I use to have an outgoing rate of 281 kbits/sec and unde 64 kbits/sec incoming rate. Of course this is not a rule. I believe that my bandwidth is occupied more with upload than with download. I guess that's why my internet speed is very slow. When my bandwidth is free I have a 5 ms ping in their AP and when it gets busy i usually get values like 2451 ms . That's when internet sucks. I have 256-512 total bandwidth. Please help me somehow . Thank you!
