Since I moved from Debian 8 to 9 -- the performance of my TP-Link dongle has improved greatly (both in speed and consistency). I presume it's due to a newer firmware-realtek package but also maybe due to a newer kernel.

I was also having a problem with an inappropriately weak wireless signal on a TP-LINK Nano USB Adapter TL-WN725N on a new (2017) kernel/Ubuntu build.

The walk-through at Brilliantly Easy solved it in one easy pass; thanks for the link!
