iwconfig and Interface behavior

Is it normal for iwconfig to bring down the interface when issuing something like
Code:
iwconfig mlan0 ap 00:00:00:00:00:00
or

Code:
iwconfig mlan0 essid Tacos
I'm watching /sys/class/net/mlan0/operstate and when I issue any iwconfig command, it seems to drop the interface.

I've been looking into the driver code to see if it's doing it, but I thought I'd asked to see if that is normal behavior of iwconfig.

Okay, actually from what it looks like

Code:
 iwconfig mlan0 essid Tacos
Is actually the culprit toggling the interface and I am now looking into the kernel/driver code to figure out why it's doing it.
Just finding limitations of this setup/hardware I'm working on I guess.
