error setting wep key

I am running redhat 7.3 which comes with 2.4.18-3 kernel. I have some cisco aironet cards that work fine but don’t support wep. I try iwconfig eth1 key 111111111e and I get the following error.
Error for wireless request “Set Encode” (8b2a) :
SET failed n device eth1 ; Operation not supported.

On a simple command of iwconfig eth1 I see an error message of:
Warning: Drier for device eth1 has been compiled with version 1 of Wireless extension, while this program is using version 12.
Some things may be broken…

So I am assuming that error is causing my wep error.

I have downloaded the wireless_tools.26 but after a make and make install it still says I am using version 12 although a iwconfig –v says:

Iwconfig Version 26
Compatible with wireless extension v16 or earlier
Currently compiled with wireless extension v0

Eth1 Recommend wireless extension v0 or later
Currently compiled with Wireless extension v0

How can I get wep to work? How can I upgrade eth1 from version 1 to something newer?
Thanks
