Cannot use b/g channels in master mode.

I'm using a EnGenius (Senao) NL-5354 MP+ miniPCI adapter (Atheros, a/b/g).

In managed mode, iwlist shows channels 1-11 (2.4 Ghz) and 36-165 (5 Ghz) and I can set any of these channels with iwconfig. However, switching to master mode, iwlist only shows channels 36-165 and I cannot change to a b/g channel!

The last time I used this card was months ago, but I'm quite certain it was working as our 802.11g access point. That was with Gentoo, now I'm running Ubuntu. Is there some new software restriction on 802.11 b/g APs?
