Paravirtualization vs Fully virtualization - % of CPU and memory

In some big mainframes, like the Sun, it's possible to say how many % of CPU and memory of the real Hardware is set to a virtual machine.

This option only works for paravirtualization, or it also works for fully virtualizaton?

No

That is dependent on implementation, not the form of virtualization.

I have used CPU allocation or throttling with full, para, and kernel virtuailzation.
