Starting a Linux user group for military/contractors/civilians in a deployed area
 
I'm currently residing in in Camp Arifjan, Kuwait, a US military base. Most people who come here to stay are either military signal geeks or civilian tech contractors. There doesn't seem to be any user groups here, so I've been thinking about starting one. This is technically considered a deployed area, but its a particularly well equipped strategic base that has most of the things you'd expect back home, with ample free time for most people to participate if they want to. However, there are a few hurdles that I face that the average lug doesn't face:

1. 95% of the people who come here are here for one year or less, and then move on.
2. Quiet meeting areas might be hard to come by (loud somewhat crowded ones are certainly always available though)
3. Wireless internet access is available in most areas but is typically very slow
4. Schedules will be tough to sync up since nearly every unit works 24 hours a day and any potential member could be on any given schedule.

On top of all this, I've neither been in nor tried to start a lug before. I'm not exactly a Linux grandmaster, but I know my way around a Linux system (and, possibly more importantly, Google). So this is a tough thing I'm trying to do, and before I actually start, I wanted to get some feedback. Is this a viable plan, from what I've outlined here? Do you think its something that could be kept alive with the high turnover rate the base has? Any comments or suggestions that might help get things moving more smoothly?
