If you check the WHOIS data you can see when the domain was registered (when it expired) and by whom. Often domain names are registered by proxy these days but in the case of this registrant it's not. The registering company is in his name "{First name}{Last name} Associates", he's got a matching personal domain name "{First name{Last name}.net" you could probably reach him at, apparently he does or did consulting for the Indian govt via a dot com domain name but what's more he's the founder of foss dot in and he has his own Wikipedia page. If that isn't enough clues then maybe you want to check a LUG nearby like there's one in Anekal (though distance-wise "nearby" may be relative so search some more.)
Please look at the thread "Linux group in India" started in Feb 2012 and having a recent post on 12/12/12. (3 threads below your thread). Mr. A. Mani seems to be active in forums having to do with lugs in Bangalore.
