xemacs configure unable to detect x11 window system

i'm running redhat 9, and want to install xemacs 21.4.14, however, the system was unable to detect my X11 window system, i specified in the configure command "./configure --with-x11; make" ... here's the output during the configuration process

checking for specified window system
checking for X... no
checking for MS-Windows

I was able to install xemacs "successfully" without the xwindow, ie xemacs runs within the terminal window, which is not what i want.

any ideas on how to resolve this? thks.
