usually for this kind of error, it simply means : "forget about this one, you wont get it to work"
however try codeweavers' version of wine, you might get better results...

Also, you may want to try the latest CVS of WineX. I have found that it works much better than Wine, and it has some DirectX support

$ cvs -dserver:anonymous@cvs.winex.sourceforge.net:/cvsroot/winex login
Hit Enter when prompted for a password
$ cvs -z3 -dserver:anonymous@cvs.winex.sourceforge.net:/cvsroot/winex co wine

i am also noticing under your name you say your distro is Redhat9, but you state above that you installed 20031016-1rh73winehq which is a nono....you aren't going to get it to work unless you have the version built for redhat9....so i suggest going to sourceforge and getting the one that has rh9 rather than rh73 written in its filename.
and he already stated above your last message how to get winex it for free through cvs.

If you want winex free, just follow the steps listed.

1) Go the to console
2) type cvs -dserver:anonymous@cvs.winex.sourceforge.net:/cvsroot/winex login
3) Press <ENTER> when asked for a password
4) You will be brought back to the command prompt. Type:
cvs -z3 -dserver:anonymous@cvs.winex.sourceforge.net:/cvsroot/winex co wine

5) Change to root
6) go into the wine directory
7) type tools/wineinstall
8) WineX is installed. type wine to run the CVS of WineX
9) Have fun

I tried typing in what ya have there for the cvs stuff and i get

cvs login: CVSROOT password specification is only valid for
cvs login: pserver connection method.
cvs [login aborted]: Bad CVSROOT: `server:anonymous@cvs.winex.sourceforge.net:/cvsroot/winex'.

did i type something wrong or what? any help would be a blessing

The server must be down or somthing. It was working a few days ago. Try again tomorrow. If you still can't get it, let me know and i'll email you a copy of the CVS.
