Is it possible to run Windows 98 on linux without a duelboot, or vmware?

you can try Win4Lin or maybe try to get it to work under Wine... seen it done in both....

are you talking about individual windows programs, or windows98 itself?

like say how we use to have dos, then windows 3.1 or something on it, something similar, but instead of dos, linux, and instead of windows 3.1, windows 98, or 200, or nt,

are you trying to say run linux as the command line and windows as the gui on top of it? like when windows ran on top of dos??
well, if that is what your implying, that isn't going to work. to get windows running under linux, you have to use some sort of emulator like win4lin or Wine... or vmWare.

just a thought, I've never even attempted to use wine or anything but, you could probally get explore.exe or at least progman.exe (yes they do include progman.exe with win9x and probally 2000 and ME too in the /windows/system directory i believe). But anyways maybe you could run one of those 2 windows shells over wine and at least have the window shell to look at...
