You could run Cygwin which is Linux on Windows, or run VMWare which will allow you to install Linux in Windows or you could find one of the many distros that install in Windows on www.distrowatch.com

I dont want to have to download a new linux distro or anything big im on dailup and it takes a long time i just need an emulator that will run my current linux slackware 9.1 partition while windows is running
Only VMWare can really do what you want and it costs money. I personally don't see the point in doing it. Many of the linux apps are crossplatform anyway.
It is cheaper to use one of the wine's to run some windows apps under linux - like wine, crossover and/or winex.
