Question why doesn't see apt-get my file?

I'm using ubuntu and try to load the skype.....deb package. I did:

john@John:/test$ sudo apt-get install skype_1.2.0.18-2_i386.deb
the computer answers with:

Pakketlijsten worden ingelezen... Klaar
Boom van vereisten wordt opgebouwd... Klaar
E: Kon pakket skype_1.2.0.18-2_i386.deb niet vinden

Traduction:
busy reading package....ready
tree of dependencies is being read...ready
E: Coudn't find package skype_1.2.0.18-2i386.deb

the package is in the same directory

What about:
# dpkg -i /foo/bar/skype_1.2.0.18-2i386.deb
(I think apt-get is for installing packages in the package-cache only.)
What about posting in the ubuntu or debian?

hope this helps
