why contents init.d/ and rc.d/ are same ?

hi I am using Red hat linux with kernel 2.4
what is the purpose of keeping /etc/init.d as softlink to the
init.d -> rc.d/init.d ?

I don't know how correct this is, but I was told it is because traditionally programs have been installed to /etc/init.d, and RH wanted to move them to rc.d, so they are symlinked so that programs that normally want to install startup scripts to /etc/init.d do not have to be changed.
