who controls the loader?
 
who controls the loader? the loader which is used for loading to ram from hard disk.

Ummmm.....loading what to RAM?

If you can tell us the context of your question, we might be able to give better help. For example, are you talking about what happens during startup of the operating system?........or maybe when an application is started?
