where does dictionary file in freeradius go to call?

There is a "users" file to set up user, password and some other vendor atrributes, and then those arrtributes will go to dictionary file to match up. But I'm wonder where does the dictionary file go then? Is the dictionary file gonna call somewhere in the radius client?
