what does Kicker do?

While using the KDE Menu Editor, in Applications-->System-->Administration I found something called "Kicker" that doesn't show up in the menu. What does it do? I ran it to find out (since it's not in the menu and couldn't seem to be run from the Run box, my only way to run it was to use the menu editor to make a hotkey for it), but nothing happened.

Kicker is the panel? Why would the KDE menu editor have an entry for that?
