Website CMS without running Web Server, mySQL, PHP etc.

I find it quite annoying to code all changes to my website on my own and so I'm searching for a programm to do this for me, some kind of content management system so I only post some news, articles and so on and the program updates the code of my page.

I know there are several cms like xoops, postnuke, mamboserver and so on, but they all require mySQL, PHP / Perl etc, things that my host currently doesn't offer (at least not for the price I'm willing to pay) and I'm not running my own web server for the moment.

So the app of my dreams would
- change the code of my page and add the new articles, news and so on (here it would be no problem if mySQL or PHP was required on my machine)
- and then upload the changes via FTP

is there something like that or anyone can recommend any other helpful app to help me update my website?

Got Perl? CGI scripts could be what you want. Eg for news there was Newspro/Coranto.

Dynamic content requires a server side language and some data storage system.
