Webserver can only be accessed from network until SSH'd into as root

Basically my webserver is up and running from within the network fine, but Internet can only access it if lucky. Thus I SSH into the box from the network, login as root, everything's fine for everyone. Not sure why it's like this, nor why my work-around works. Anyone ever had a similar problem? I'm on Slackware 10. I have pointed port 80, 22, etc. to the box. I'm thinking of turning it into the router and throwing out the Belkin if this persists.

2004-11-18: Problem was fixed a few months ago, upgraded to 2.6.7 kernel from 2.4.26 - Somehow this fixed it. Basically, the webserver wouldn't show any open ports until I SSH'd in as root from the webserver.
