webohsting/manage software

I have a redhat 9 server i use for webhosting, currenttly a user can manage their page by logging with their shell account and editing their webpage(s) with a text editor such as pico, or using usermin's upload/download module to upload there web files, but the problem is I want the users to be able to totally edit and create pages from some type of web based tool similar to the one they use at anglefire and geocities,

does any one have an idea?

is there some type of module i can get for webmin/usermin that can allow users to edit their webpages?

Try searching on "CMS" which is content management systems on a site like sourceforge.net or the like. Some are free, some cost money though. Why not just give them no shell access and just give them ftp access to upload their own files and that way they can use whatever editor they want on their own machines, etc.
