I installed vsftpd and added users and directory but I can just download from server and I can not upload.

If I want to upload it give me message 550 Can not create directory. I already set ftp folder to chmod 777

This is my vsftpd.config file, please if somebody can edit it to me. I want to make:

- anonymus should not be able to access server
- registered users should be able to upload, download and create directories
- users should see just ftp folder, not other folders of system
- a special user that can just upload and download without editind or deleting capability
