Question Vsftpd

Hello
I have got vsftpd installed and working and I wanted 2 know how 2:

1) I some how managed to make vsftpd not allow anonymous connections because my ISP didn’t allow me to have people using anonymous connections. Now I have changed to a different ISP who let me have them and now I want to be able to let anonymous connections but I do not want to let them upload and at the same time I want to be able to login using usernames so I (or friends I have given usernames to) can upload/download to/from their home directories.
2) I want to limit max connections (For anonymous) to be 100 connections and only 1 connection per IP. But I want users who have logged in to be able to get on all the time.
3) Can I have two Welcome messages? E.g. I want anonymous users to get ‘Welcome to Gamer’s SuperHighway’s FTP Server. You are user # * of 100’ and for users who have logged in to be ‘Welcome back #USER#!!!’

Can all this be done?
