I have VSFTP running with SSL running correctly. All of my users can log in with SSL and everything appears to be correct. The problem is that I have one user who does not have the ability to use SSL over FTP. I am stuck with this user and their configuration. I MUST support them. They can log in if I turn off SSL by changing my vsftp.conf file with ssl_enable=NO but then my other users can not log in using SSL. Short of starting 2 copies of the service I'm not certain what I can do. Is there some sort of "force ssl" option that I am missing?

After going back and rereading the man page I figured I'd give these options a try

force_local_data_ssl=NO
force_local_logins_ssl=NO

Turns out thats what I needed. I misunderstood their use.
