Question VOIP software for routing to land lines

I know this is a question outside of my exerience level but I am curious as to whether or not there is an opensource option for VOIP solutions. I am looking to startup a small biz and I don't really want to drop several hundred dollars for the conventional broadband phone setup. any advice would be greatly appreciated. TIA
