I'm trying to convert a Linux machine to a headless server where 2 users can log into Gnome GUI accounts at the same time from a Windows or Linux machine. The system is currently running Centos 6.4 with 32 gigs of RAM and a 2GB Radeon HD 6450 card.
Every VNC client I've ever used, TigerVNC, x11vnc, vino, etc., has one fatal problem: I can only VNC into the current account that's displaying on the monitor. If two accounts are logged in, each running on a separate VNC port, then the account that's not displaying on the monitor, will come up a blank screen when someone VNCs into it.
those clients do NOT have that problem. That's the server you've set up on the other end doing that. the clients are always utterly oblivious to that. x11vnc IS the problem, but that's a server, not a client. a conventional VNC server will do *exactly* what you want by default.
VNC is a nasty nasty thing. If you only want two logins, then do yourself a HUGE favour and use a real, fit-for-purpose solution. get the Free version of NX from nomachine.org and use their client instead. It's so so so much better than VNC.
