Virtual Ruler Like App For Reading

I was wondering if anyone has run across a ruler-like application that can be used to keep track of where you on a screen. I read all kinds of long texts including web pages and even books and was wondering if there was an application (kind of like a ruler) that I can use to keep track of what line I'm on. Preferably, this rule can be controlled using the arrow keys with adjustable measurements (in pixels) to accomodate for the distance between lines in the various texts. Any ideas? Thanks for your time.

A lot of text editors and many code editors do this.

Specifically, Kate which comes with KDE highlights the current line.

Thanks. But I was thinking of something more general so that I can all sorts of material such as pdfs, chm files and generall any web content I run across. That's why I was looking for a virtual ruler type application.
