Linux needs a stable Video CD or VCD authoring tool that is STABLE and that can be reliably used to make VCDs from video files. The popular KDE CD/DVD burning application, K3B will try to burn a VCD from preformatted VCD mpg files, but it uses vcdxbuild which is still beta software.
Are you able to help make the GNU software "vcdimager" to be developed into a STABLE release? It is currently in Beta phase, at version 0.7.23, and running it from a shell outputs a warning message indicating that it is still in Beta.
I tested a simple VCD with several VCD mpg files in K3B, and it failed. I tested a simple VCD with one VCD mpg file in K3B and it failed. I tested the same from a shell with vcdimager and they failed. If there is a stable plugin to K3B for VCD authoring, what is it?

There are several options. DeeVeeDee, DVD Styler, QDVDAuthor, and DVD Author are all options. K3B is a burning program, really, and while it has plugins, I'd do the grunt work of creation/conversion elsewhere, and use K3B to burn the ISO after.
