/usr/sbin/dns-keygen; permission denied


i would like to install bind-9.2.1-9.i386.rpm of Red Hat 8.0 but when i use the rpm -ivh bind-9.2.1-9.i386.rpm command....i got an error "/usr/sbin/dns-keygen; permission denied" . bear in mind that im using the root account to install this rpm...what could be causing this error that prevents me to install the rpm?

I just try,
using chmod try to set to on write permission of dns-keygen,
probably now it can't be overwritten..
