Using RPM to download packages from FTP

Can I use RPM to download and install packages from a FTP server? Can I also have it download any dependancies from the same location on the server?

No. You need to ftp, or otherwise copy, the .rpm files to a file location visible to your system. Then you run your rpm -ivh foo.rpm or -Uvh foo.rpm command to install.
