using passwd as a chroot'ed user - help!

I have a certain set of users chrooted into their own little directory, lets call it /jail Now I have basic things set up in /jail/bin like cp, mv, etc. and some other stuff in other places like mc. Logging in via ssh works great, same with sftp - all that is fine - but how do I go about letting users change their password with the passwd command? I've asked some of my friends and none of them seem to know. Do you folks have any ideas?

Some features are disabled in a chroot:ed environment, even for root. I don't remember exactly what (I think this can be configured in the kernel), check the man pages and/or kernel docs. Writing to files not visible to the chrooted user is probably one such feature.
I have seen similar problems solved by the use of password servers and third party "change password"-tools.
