Using just a part of screen space in graphical shell


I have a broken LCD screen;
*** picture which shows a damaged LCD screen with the upper and left edges still working ***

But parts of it are still usable for menu's or something. Of course I could just position them in the visual parts of the screen but I fear inconvenience with pop-up windows. So I need a piece of software that could assign only a part of the screen to the window manager.
Does anythink like that exists?
