When I attempt to install Mandriva 2010 onto my IBM Think Centre S51 from either an ISO or a purchased Mandriva One 2010 disc I encounter a User ID and Password prompt shortly after the boot-up starts. I haven't set a password at this point so do not know what the program is looking for. Both CD's do the same thing. I have used one of them on a different machine without this problem.
The 80 GB harddrive I intend to load onto is new and has been formatted.
When you see the OS selection when you boot, press Escape, then "e" on Mnadriva. Press "e" again on the line starting with "kernel". Remove splash, quiet if they are present and add "noacpi" (without quote) and "single" (without quote).
It should allow you to boot in text mode without any password. Use the "adduser" command to add a new user so you don't have to do that anymore. Reboot, login as the new user and type "startx" tell us what happen and the line you see starting with " (EE) " (if you see any).
Please tell us what hardware your running Mandriva on, an specifically the graphic card.

Graphics controller is Intel GMA 900 Dynamic Video Memory 128MB
I do not understand your instructions. The install runs to a line of command-type text which asks for a "localhost" login. If I press "Enter" this line is repeated, ie "Enter" is not an accepted response.
If I type "Live" the response is "[live@localhost ~]$

I then typed "su -" followed by "startx" and the install appears to have completed.
