Updating Apps


I have been using the Yast2 RPM manager for a while now and noticed that not all available updates are being installed. For example, my current dist provided Kdevelop 2.1, but I know 3+ has been available for quite a while and no update is provided when doing online update... why is this?

What do I use to update software so what is installed on my machine is tracked and placed directories consistent with previous installs?
