Anyhow, since you followed my original advice then (which apparently worked and then somehow stopped working), the file /usr/lib/libssl.so.4 which we created as a symbolic link to /usr/lib/libssl.so has become an empty file. So let's re-create the symbolic link:

sudo ln -s /usr/lib/libssl.so /usr/lib/libssl.so.4

Relax & don't panic.This method always works, I think you have created enough mess in that folder. I would request you to reinstall Ubuntu and start afresh. First install Sify BB dialer and run "sifyconnect" as expected you will get an error message. Now type following:

It is not clear from the previous posts if the software your ISP is providing needs to be built, or if it is a binary. If you are going to build it, and it uses libssl and libgtk2.0, you need more than the runtime libraries. On Debian-based systems (including Ubuntu), libraries are split into the runtime version (in this case libssl), and the development package (libssl-dev). You'll need the libssl-dev and libgtk2.0-dev too if you intend to build software which uses these libraries.
If however it is a binary (which seems more likely to me), the problem seems to be that the binary is expecting the libssl shared library file to be called libssl.so.4 - the .4 part not being present in the Ubuntu libssl package.
There is a simple (if ugly) solution to this (which
may work depending on what version of libssl their binary requires). In your /usr/lib directory, create a symbolic link called libssl.so.4 pointing at the libssl.so file:

This is ugly, and probably inadvisable, but it might help.
