I installed tor browser, and tor system wide on my latest beta release of mate. I am receiving this error message. I have my network proxy set to socks host 127.0.0.1 port 9050. I am unsure on the terminal commands I performed to reach this point. I assume they are logged somewhere.
In Synaptic, click on "Settings" on the upper left hand corner and then click "Repositories." When the, I'm guessing, "Software and Updates" window comes up. click on the "Other Software" tab. Then uncheck the entry that is shown in your screenshot. Be sure to allow Synaptic to update the repositories when asked.
