turn off keyboard and mouse on boot

How do you turn off keyboard and mouse while booting. If linux is booting and doesn't see a keyboard it halts. I want to be able to boot up a server without plugging in a keyboard or a mouse.

You can recompile a kernel without keyboard or mouse support with CONFIG_EMBEDDED=y and unsetting CONFIG_INPUT_KEYBOARD and CONFIG_INPUT_MOUSE.
