Welcome to dependency hell. To get out set up your urpmi sources as shown here:

http://plf.zarb.org/~nanardon/

The one you need for xine is a plf source under "External add ons".

Once the plf source is set up, install xine by opening a console, su to root and run:

# urpmi xine

urpmi is an extension of rpm that automatically downloads all dependencies for a package and installs everything in the right order. It's one of the nicest things about mandrake once you set up your urpmi sources. You may want to go back to that site and set up a contrib and a texstar source as well. These are just repositories for rpms. Plf has a lot of stuff that mandrake can't include for legal reasons like the xine libs for decrypting commercial dvds and a lot of multimedia stuff. Contrib contains all the extra stuff included in the power pack version of mandrake. Texstar is well known to mandrake users and builds a lot of rpms for the latest stuff specifically for mandrake. After you set up the sources, all the new software in these repositories is listed in mandrake control center>software management>rpmdrake and you can install directly from there if you like.
