trouble installing php caching programs

Howdy. I've tried to install phpa, apc, and afterburner. Not a one of them will work! I know they don't work because each program tells a method to check it (phpinfo, viewing http headers, a program to view what's in memory, etc). I've tried with php 4.0.6 and 4.1.1 (rh linux 7.1, apache 1.3.22).

I compiled php like

./configure --with-mysql --with-apxs --with-zlib --with-config-file-path=/etc/php.ini

Is there something obvious that I'm missing? I tried putting the variables at both the beginning and the end of the php.ini. Anyways... any suggestions would be great.

Thanks a lot,
Justin
