trouble installing gstreamer plugins for Ubuntu 8.10 from source

during ./configure I get the message that /lib/cpp is not 'sane'
when I do a pattern search in config.log I see the following message

cpp: error trying to exec 'cc1plus': execvp: no such file or directory
failed program was: /*confdefs.h. */

I am new at this stuff, and I don't really know what this means. Anyone able to point me in the right direction? thanx....

Why are you compiling from source? Why not install them from the repositories?

I am compiling from source because: A. it's a stand-alone machine, with no internet connection, and B. I'm trying to re-familiarize myself with CLI after a long absence...thanx
