Trouble installing CDEMU

Whenever I try to use the make file from a terminal of CDEMU this happens:

make -C /lib/modules/2.4.22-1.2115.nptl/build SUBDIRS=/home/maselter/cdemu modules
make[1]: Entering directory ' /usr/src/linux-2.4.22-1.2115.nptl '

The present kernel configuration has modules disabled.
Type 'make config' fand enable loadable module support.
Then build a kernel with module support enabled

make[1]: *** [modules] Error 1
make[1]: Leaving directory ' /usr/src/linux-2.4.22-1.2115.nptl '
make: *** [all] Error 2

Then if I type make config this happens:

make: *** Mo rule to make target ' config ' . Stop.

What is happening and what do I have to do to make it work.
